From my perspective, I think we still need to activate the function of MIS in the public sector in GCC, Gulf Countries. Top-management in this sector look at IT departments or sections as services party within the organization's structure, where the IT is the core function that add-values in any businesses. The activation of these functions could not be valued if the responsibilities is given to wrong personnel. Qualified management should possesses at least management qualifications, such as MIS or MBA and strong IT or technical background. I've met different IT professionals from different organizations and they all have same inputs and impressions about the IT management and the vision of top management about the IT department. No strategies no plans and those IT management are driving technology in the worst management manner. Dealing with technical professionals like managing a group of labors.
